based on the Lancer method of cloning, SCP-001 is the an Overseer-maximalist story. The true Overseer Council are post-human creatures with anomalous abilities, while they continue to produce clones of themselves that are still humans. The Overseer council at large rules the Foundation, but every site has an Site Director Council made up of Overseer clones. Overseers called Factotums are deployed for special purposes. Factotums and Council-Directors are frequently deposited back into the Overseer, allowing it to keep a memory of all its line.
actual anomaly is a crashed ?alien? (more half-life than space) space ship. the inhabitants were found by the Foundation, and thirteen of them killed by using necromantic magic to cut their soulbonds to the arcano-circuity cloning devices. the fourteenth was taken alive as prisoner, and forced to allow them to correctly take over the last unit.
The Administrator entered the fourteenth working resurrection machine, and the first thirteen Overseers enter the over thirteen. The fourteenth is properly soulbounded — when the bonded individual dies, they are immediately resurrected. The other thirteen are broken — a soul must be imprinted on them, which then can just be duplicated (even if the original is still living). First allows for a single individual to maintain individuality and remain singular, while the second allows for the thirteen to have a bunch of duplicates but still die.
Overseer Councils and Factotums allow incredibly low level things to happen but still be designated by an O5-X designation. This is a tactic by the Foundation to mislead staff on the size of the organization — the more that they are involved, the smaller the Foundation seems.
