Preamble

Attached is a document recovered from the aftermath of a raid on Site-44 by GoI-002 ("Chaos Insurgency"). During the Site-recovery operation done by Mobile Task Force Gamma-4 ("Green Stags"), operatives located the document inside of a sealed manila envelope pinned to the corpse of the late Site Director Carter C. Carter. After inspection, the document has been deemed sterile and safe to read.

The recovered document details the Insurgency's recollection of the Silent Night at Site-19. It is in the format of a list of instructions (referred to as "Step Compilations"), recognised to be a consistent part of the group's modus operandi. The content itself is written in a cryptic manner, requiring a level of literary analysis to fully decipher. Alongside the instruction set, a detailed after action report from the perspective of the Insurgency's personnel can also be found.

Foreword:

Our Engine writhes in misery at the unnatural abuse allowed to persist by our enemies. The Foundation feigns ignorance, yet their trespasses have never been more clear. So wicked they are, as the day we first understood them — an organisation of sycophants who thrive in their own arrogant malfeasance, casting blame to those without and never within.

Their spirits shall falter due to a wound which they cannot hide. Soon the rest of our world shall flock upon them like feasting carrion birds. We will be there once the final bones are picked clean. But until then, we must learn the extent of their narcissistic ignorance.

Our preparations begin, and our patience shall be rewarded. Heed the Engine’s will. Listen to its eternal hum and follow in its Steps.

Prologue

1. STEP 011/22

Dispatch a Military Cell force of Alpha Personnel led by a Beta Agent. Beta Agent must be especially understanding of the cause.

Alongside them, two agents of an R&D Cell must accompany. They are to be given their own set of Steps. I need them to return alive.

“It’s her initials,” Philip said. “I can’t read most of this gibberish, but that — that says signature.”

They will be made aware of the flock's presence. The Military Cell must prioritise the immediate extraction of R&D personnel. Cull at necessity.

“We’re all… s—so turned around,” the man mumbled. “So much loss, so much pain… and you just walk in while the fire’s burning and do what you want. I guess that’s why… they call you that, hm?”

"Do you think they could’ve predicted all of this? Every level of it, everything, written out in their little Step compilations? Turn left, turn right, walk ten paces and die."


4. STEP 011/25

The other parts of it were locked away — behind metal walls and lab coats.

But Mark knew of one more thing. All the soldiers of the CI knew of one more part of it all — the light above the anglerfish.


5. STEP 024/15

A cell in the British Isles will breach two of the Foundation's facilities simultaneously.

Amidst the pandemonium, a separate force will enter the facility in Essex during the aftermath. Plant our findings in a folder on the body of the man in dusk blue tweed located in Subterranean Sector 1.

It will make its way to the source of this world's constant defilement.

Review

The legitimacy of the attached document's contents can partially be confirmed by members of Mobile Task Force Nu-7 ("Hammer Down"), who were present during the recovery operations at Site-19's previous position. While the Insurgency were in fact present for a brief period and engaged in combat with Foundation personnel, the extent of their forces as written in their accounts does not match with that of ours.

That being said, there is a myriad of discrepancies when comparing our official records to what is written by the Insurgency; dates do not align, casualties are inflated, certain persons-of-interest do not exist in our records (such as Philip Shane), and an encounter with a hostile anomaly in the forest around Site-19 has never been recorded.

The Insurgency's findings, if one can even call it that, consist of pseudoscientific gibberish attempting to draw conclusions from random, disconnected data retrieved from our labs. Their analysis displays so little sense of scientific order, that they erroneously conclude by stating that the Foundation is at fault.

All that to say, this document is unreliable. The Insurgency most likely left this copy in an attempt to control the narrative, spread fear, and distract us.

We know the truth, though. The Chaos Insurgency destroyed Site-19.
