This is likely an SCP that features him prominently. Something that he leads the Foundation to after they get him for drunk driving.

• First page, describing an anomalous object that could be of value to multiple factions — most likely Sarkic, although I don't typically like to write that. This is a preliminary file written about an object the Foundation is intending to buy at an upcoming MC&D auction and is mostly incomplete.
• Incident log of the auction, with the Foundation trying to buy the item but getting outbid by someone else. Due to the auction model being anonymous, they don't find out who owned it or who bought it.
• Ottaviano is arrested for drunk driving. The Foundation knows that he was the specialist in charge of this consignment, having spoken to him about while in the guise of being interested buyers. Updated SCP file as they force him to show them who bought it years later.
