Mr. President,
Based on CIA counter-intelligence and defector testimony from the KGBPEP— known in Russian as the Komitet Gosudarstvennoy Bezopasnosti Paraugroza i Ekstranormal'noye Podrazdeleniye, or Committee for State Security Parathreat and Extranormal Unit in English, have been able to create a cryptaesthesic warrior. I realize the word "cryptaesthesic" may be alien to you, but I can explain it rather succinctly. To put it shortly, cryptaesthesia is the scientific term for extrasensory perception, or psychic powers.
The KGBPEP was able to discover the means to creating cryptaesthesic warriors utilizing pilfered Nazi Ariosophistic esoteric knowledge and esoteric technology from the Second World War. After the Soviets stormed Berlin between April and May of 1945 and amrched on the Kroll Opera House and Reichstag, they were able to locate secret documents detailing these arcane practices.
Though the first prototypes did not bear fruit until 1958, and were largely useless as cryptaesthesics, intelligence shows the formula is only being further refined.
Project PRECOG is the United States Armed Forces and SCP Foundation's response to the KGBPEP's cryptaesthesic research. It is our noble goal to create the man of tomorrow, today. He will be capable of waging warfare with his mind, easily worth hundreds of men in the field in just one body.
Through them, as well as research from the SCP Foundation's predecessor organization, the Frontiersmen, we have been able to ascertain the following:
- A "Saint" corpse is produced once in every 1 in 25 billion deaths;
- Said "Saint" corpse does not decay and releases a stream of radiation;
- Said radiation is capable of drawing out the innate power of man's mind;
- The process can be refined through the sciences.
A balneum Mariae.
Through sheer luck, the United States Armed Forces are in possession of one of said corpses at the moment — the corpse of Joshua Abraham Norton thanks to the Frontiersmen. However, the Soviets are in possession of another; the corpse of the mystic Grigori Rasputin.
According to defectors from the KGBPEP, an alchemaical process required to fine tune a man requires the following:
- Copper;
- Cadmia;
- Horn Silver;
- Massicot;
- Butter of Antimony;
- Alkahest;
- Flowers of Sulfur;
- and Tin.
Said materials must be muddled and mixed in a balneum Mariae for 9 months under a consistent temperature of 125° Fahrenheit. Once this process is completed, it must be inserted directly into the bloodstream of a man and a woman, who will then be made to copulate. Should they produce a child following this, said child born from them shall be a cryptaesthesic. Every nine months thereafter, the child must be made to ingest the same mixture, though instead of having to give them a shot, they can simply eat it.
It sounds so simple, and yet, the devil is in the details. The quality of these materials is what matters the most, gentlemen. There is a reason the Soviets haven't been able to create a strong cryptaesthesic soldier yet — their access to the aforementioned alchemaic materials is limited, and those they can/ get their hands on are of low quality. I acknowledge these great United States may also face trouble in sourcing these materials. This is why I am presenting this to you today, gentlemen.
I believe we — the SCP Foundation and United States Armed Forces — may be able to synthesize these materials at a high quality purity. It would, however, come at a cost. We would need to conduct lengthy, high-risk, high-effort research. I understand a lot of this may seem asinine, Mr. President, but research into the esoteric is a necessity to protect the American people. I beseech you — fund our Project PRECOG.
The future of these great United States may be at stake.

I am a man of God — a good Catholic.
I do not pretend to know of the things that go bump in the night, and I have faith He will take care of me and those who believe in Him. These occult arts you mention to me are most troubling, and directly interfere with my faith in God.
However, I know that my country has its enemies, the Soviet Union being one of them, and the fact they are preparing for occult warfare and showing results for it is important. It is my duty as President to protect my people, and with their best interest at heart — despite my own hangups — I shall approve your Project PRECOG.
