FIRE SUPPRESSION DEPARTMENT CASE ID-XXXX
ISSUE:
Employees are wasting up to 1.5 hours a day by riding elevators, passing security checkpoints, and exiting the Site in order to smoke multiple times a day.
KNOWLEDGE:
Smoke breaks are an integral part of most employee's daily lives. To completely forbid all employees from smoking would lead to major upsets and negative opinions of the Foundation.
RECOMMENDED PROCEDURE:
Work with other Foundation Departments to find a way to permit smoking indoors.

Description:
Act 1- fsd note saying employees are losing efficiency by going up to the surface to smoke. There needs to be a better solution. Consult with Department of purgatorial spaces and department of construction for better answer. Multiple documents back and forth for a bit until someone has an idea.
